AfricaSan subregional report for Southern Africa
In order to capture progress against the Ngor vision and the Ngor commitments at country level a monitoring system has been established by AMCOW. The first monitoring round took place during July 2018 in order to produce a baseline report in advance of the AfricaSan5 conference. The draft Ngor monitoring baseline report for Southern Africa was shared at the meeting. Although made in advance of the SDGs, the vision of the Ngor declaration on Sanitation and Hygiene closely aligns to the SDG sanitation and hygiene targets. Therefore, for the purposes of the baseline monitoring report, SDG monitoring data is used to report vision level indicators. The findings indicate that progress is off-track in Southern Africa: • Approximately one-third of region’s rural population, and 60% of the urban population have access to at least basic sanitation. • Open defecation is predominantly a rural issue in Southern Africa, one-third of the rural population practice open defecation. Three countries in the region have rural open defecation rates over 50%. • Hygiene practice is also low – only 17% rural and 38% urban households in the region have basic handwashing with soap facilities.
